HAMAKUA LAND SALE: KOHOLALELE <br />FINAL ENVIRONMENTAL ASSESSMENT <br />3.0 ASSESSMENT OF THE NATURAL ENVIRONMENT, <br />POTENTAL IMPACTS AND MITIGATION MEASURES <br />This chapter describes the existing conditions of the natural or physical environment, potential <br />impacts of the proposed action, and mitigation measures to minimize any adverse impacts. <br />3.1 CLIMATE <br />The Site lies between the 800 and 2,400 -foot elevations on the windward northeast side of Hawaii <br />Island. It is affected by the prevailing northeast trade winds, making the local climate cool and wet. <br />Winds are generally northeast, with typical trade wind speeds of 10 -15 miles per hour. <br />Average annual rainfall in the general vicinity of the Site is approximately 80 -120" inches (see <br />Figure 4). The average temperature for the Site is 74 -76 °F (DLNR 1970). <br />Potential Impacts and Mitigation Measures <br />The proposed sale and subsequent use of the Site will not affect the regional climate. <br />3 -1 <br />
