HAMAKUA LAND SALE: KOHOLALELE <br />FINAL ENVIRONMENTAL ASSESSMENT <br />1.0 INTRODUCTION <br />1.1 PROPOSING AGENCY AND ACCEPTING AUTHORITY <br />The proposed action is the sale of County land. Any use of State or County land triggers an <br />environmental review pursuant to Section 343- 5(a)(1), Hawai `i Revised Statutes (HRS), unless it <br />is an exempt action. Since the sale of County lands is not an exempt action, the Department of <br />Finance, as the agency that handles the disposition of County land, is the proposing agency for <br />this environmental assessment. Whenever a county agency proposes an action, the accepting <br />authority is the Mayor or authorized representative'. The Site consists of <br />two parcels: TMK (3) 4 -2- 005 -001 (approximately 900 acres) ( "Parcel 1 ") and TMK 4- 2 -005- <br />005 (approximately 140 acres) ( "Parcel 5 "), totaling approximately 1,040 acres. The Site is <br />located on the south (mauka) side of Mamalahoa Highway, east of Pa`auilo, at about the 35 mile <br />marker (Figure 1). <br />1 Hawaii Revised Statutes §343- 5(b)(2)(B). <br />
