KAPULENA AGRICULTURAL PARK <br />FINAL ENVIRONMENTAL ASSESSMENT <br />3.5 GROUNDWATER RESOURCES AND HYDROLOGY <br />Kapulena sits atop the Honoka`a system, which is a component of the East Mauna Kea Aquifer. <br />The Honoka`a system has a sustainable yield of approximately 31 million gallons per day <br />(Hawai`i DLNR). The Kukuihaele County water system main is located makai of the site along <br />Highway 240 but would require a connecting line over private property and pumping up to the <br />site. There is a line from the Waimea Water system serving the Boy Scout Camp mauka of the <br />site that could serve the site by gravity flow, but would require crossing over private property <br />(see Figure 11, Aquifers and County Water Systems). <br />Potential Impacts and Mitigation Measures <br />No farm dwellings are contemplated or will be permitted. The likely irrigation sources include <br />pumping from the Lower Hamakua Ditch or water catchments. Deep well drilling to tap <br />groundwater may not be cost - effective, and would be subject to Water Commission well permits <br />when proposed. The proposed educational facilities will likely rely on water catchments. Any <br />proposals requiring offsite improvements for the Lower Hamakua Ditch or connection to the <br />County water system would be assessed separately from this EA. If subdivision is required for <br />leasing or other purposes, the pre- existing lots described in section 1.3 enable a consolidation <br />and resubdivision into 32 lots without having to meet County road and water standards. <br />3 -13 <br />
