PA`AUILO LANDS <br /> FINAL ENVIRONMENTAL ASSESSMENT <br /> 1.2 PROPOSING AGENCY <br /> In accordance with Section 343-5(b), Hawaii Revised Statutes (HRS), whenever an agency <br /> proposes the use of county lands, that agency shall prepare an environmental assessment for the <br /> action at the earliest practicable time to determine whether an environmental impact statement <br /> shall be required. <br /> In order to comply with Chapter 343, HRS, the County Department of Finance (DOF) has <br /> contracted PBR HAWAII to prepare and process this environmental assessment. The County <br /> DOF is the proposing agency for this project; the mailing address and primary contact person is <br /> listed below: <br /> Ms. Nancy Crawford, Deputy Director <br /> County of Hawai`i <br /> Department of Finance <br /> 25 Aupum Street,Room 118 <br /> Hilo,Hawai`i 96720 <br /> 1.3 OWNERSHIP AND MAJOR APPROVALS REQUIRED <br /> The County of Hawaii is the landowner of the subject property and is the agency preparing this <br /> environmental assessment. As there is no development or construction proposed at this time, no <br /> approvals other than the acceptance of this document as a FONSI are required. <br /> 1.4 DESCRIPTION OF THE PROPERTY <br /> The Pa`auilo Lands lie in the Hamakua District, within the Pa`auilo Homesteads on the northeast <br /> side of the Island of Hawaii and comprise five (5) tax map keys. Within those five (5) parcels <br /> there are six (6) underlying grants on TMK 4-3-09:19 and four (4) underlying grants on TMK 4- <br /> 3-09:24, which are all "lots of record" (Subdivision No. SUB-05-000130, approved on August <br /> 10, 2005(please refer to Figure 2). There are also five (5) "lots of record" on TMK 4-3-11:02 <br /> (SUB-06-000427, approved on December 4, 2006). <br /> The Pa`auilo Lands lie on the middle slopes of Mauna Kea, approximately 3.5 miles mauka <br /> (roughly south), of Pa`auilo Town and Hawaii Belt Road (Highway 19). The lands are fallow, <br /> formerly cultivated in sugar cane, and are now vegetated primarily by introduced weedy grasses, <br /> herbs, shrubs, and scattered trees. The climate in the Hamakua District is wet, and at the <br /> elevation of the Pa`auilo Lands, the temperature is mainly cool. <br /> 7 <br />
