PA`AUILO LANDS <br /> FINAL ENVIRONMENTAL ASSESSMENT <br /> Therefore, the potential number of lots and allowable farm dwellings based on current zoning <br /> (assuming approval under the formal subdivision process)is 32 demonstrated in Table 2, below: <br /> Table 2: Number of Potential Lots Based on Current Zoning <br /> TMK Number Potential Number of Lots <br /> 4-3-07:01 1 <br /> 4-3-09:19 13 <br /> 4-3-09:24 5 <br /> 4-3-11:01 1 <br /> 4-3-11:02 12 <br /> Total: 32* <br /> *Note: This scenario assumes that purchasers of these lots will be able to further subdivide <br /> based on the existing zoning. It should be emphasized that this scenario assumes a "worst case" <br /> and any further subdivision by purchasers will require compliance with current subdivision code. <br /> Subdivision approval for the creation of the total number of lots described in Scenario 2 may <br /> face significant challenges due to limited access, substandard roads, limited utilities and cost of <br /> required onsite and offsite improvements. <br /> Estimate of Maximum Possible Farm Dwellin&s: <br /> According to the Hawaii County Planning Department, one (1) farm dwelling is permitted per <br /> agricultural parcel without proof of any agricultural use or plan. Thus, using the highest yielding <br /> scenario, the"worst case" is that 32 farm dwellings are built on the Pa`auilo Lands once they are <br /> sold. However, it should be emphasized that sale of the Pa`auilo Lands is not proposing that 32 <br /> farm dwellings be constructed; it is simply a statement of the maximum number of farm <br /> dwellings allowed based on current zoning. Therefore, the potential impacts and mitigation <br /> measures in this EA will be based on the"worst case" calculation of 32 farm dwellings. <br /> Additional farm dwellings may be permitted on the parcels and/or lots if a Farm Plan, which <br /> demonstrates the number of agricultural labor hours per week, is submitted and approved by the <br /> Hawaii County Planning Department. This requirement will help to ensure that any additional <br /> farm dwellings constructed are related to agriculture and thus will perpetuate agriculture on the <br /> Pa'auilo Lands. <br /> 2.4 PHASING AND TIMING OF ACTION <br /> The proposed sale is tentatively planned for early 2007. Due to a survey discrepancy in <br /> connection with Lot A, within TMK: 4-3-09:24 and an encroachment problem on Lot 17-A, <br /> within TMK: 4-3-09:19, these two lots may be sold at a later date under a separate auction upon <br /> the resolution of their respective situations. <br /> 14 <br />
