11. The project does not affect nor would it likely to be damaged as a result of being located in <br /> an environmentally sensitive area such as a flood plain, tsunami zone, erosion prone area, <br /> geologically hazardous land, estuary,fresh water, or coastal area. Although the project is <br /> located in an area with volcanic and seismic risk,the entire Island of Hawaii shares this <br /> risk, and the project is not imprudent to undertake. <br /> 12. The project will not substantially affect scenic vistas and viewplanes identified in county or <br /> state plans or studies. The project area is noted for its natural beauty in the Hawaii <br /> County General Plan. However,the project will not adversely impact these view planes, <br /> and future use of the Rice Property may assist in their preservation. <br /> 13. The project will not require substantial energy consumption. The project involves no <br /> construction. No adverse effects to energy consumption would be expected. <br /> For the reasons above,the action would not have any significant effect in the context of Chapter <br /> 343, Hawaii Revised Statues and section 11-200-12 of the State Administrative Rules. <br /> 21 <br /> Environmental Assessment, Hawaii County purchase of Rice Property at Waipi`o Lookout <br />
