structure on the property, it may be retained and rehabilitated or it may be demolished as part of <br /> the proposed action. <br /> 1.2 Summary of Regulatory Requirements <br /> This Environmental Assessment(EA)process is being conducted in accordance with Chapter <br /> 343 of the Hawaii Revised Statutes (HRS). This law,along with its implementing regulations, <br /> Title 11, Chapter 200,of the IHwai`i Administrative Rules(HAR),is the basis for the <br /> environmental impact assessment process in the State of Hawaii. According to Chapter 343,an <br /> EA is prepared to determine impacts associated with an action,to develop mitigation measures <br /> for adverse impacts, and to determine whether any of the impacts are significant according to <br /> thirteen specific criteria. Part 4 of this document states the anticipated finding that no significant <br /> impacts are expected to occur,Part 5 lists each criterion and presents the preliminary findings for <br /> each made by the Hawaii County Department of finance,the proposing agency, If, after <br /> considering comments to the Draft EA,the proposing agency concludes that,as anticipated,no <br /> significant impacts would be expected to occur,then the agency will issue a Finding of No <br /> Significant Impact(FONSI), and the action will be permitted to occur.
