<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />JULY 21, 2011 <br /> <br />INNOVATIONS PUBLIC CHARTER <br />A regularly advertised hearing on the application of <br />SCHOOL (AMENDMENT TO SPECIAL PERMIT NO. 1262) <br />was called to order at 9:40 a.m. <br />in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokalole <br />Highway, Kailua-Kona, Hawai‘i, with Brandi Beaudet, Chair Pro Tem, presiding. <br /> <br />COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Wayne Iokepa, <br />Richard Nelson and Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Lani Bowman and Geraldine Giffin <br /> <br />STAFF PRESENT: Margaret Masunaga (Deputy Planning Director), Daryn Arai (Planning <br />Program Manager), Jeff Darrow (Staff Planner) and Deanne Bugado (Staff Planner) <br /> <br />And approximately 15 people from the public in attendance. <br /> <br />APPLICANT: INNOVATIONS PUBLIC CHARTER SCHOOL (AMENDMENT TO <br />SPECIAL PERMIT NO. 1262) <br />Amendment request for a 4-year time extension to Condition No. 3 of Special Permit No. 1262, <br />which allowed the establishment of a public charter school and related facilities on 5 acres of land <br />situated within the State Land Use Agricultural District. Condition No. 3 requires that a paved <br />parking lot be provided for the school. The applicant is requesting an additional four (4) years to <br />pave the existing gravel parking lot. The property is located along the east (mauka) side of Queen <br />Ka‘ahumanu Highway, approximately 1,500 feet north of the Queen Ka‘ahumanu Highway– <br />rd <br />Hualālai Road intersection, Pua‘a 3, North Kona, Hawai‘i, TMK: 7-5-10: portion of 1. <br /> <br />BEAUDET: So the first application that we will look at this morning is through Innovations Public <br />Charter School, amendment to Special Permit No. 1262. Deanne Bugado will be doing the <br />presentation for this applicant. <br /> <br />BUGADO: Thank you, Commissioners. Good morning. This is the Innovations Public Charter <br />School, Special Permit amendment to Special Permit No. 1262. This was approved by the Planning <br />Commission, April 22, 2005. The location of the charter school is noted in bold black. This is <br />Queen Ka‘ahumanu Highway and this is Hualālai Road. And the zoning in the area is Ag-5. There <br />is some Ag-15 zoning to the east. There is Ag-5 to the north, Ag-15 further north. There is some <br />RM-4 and some Ag-1A to the south. The General Plan designates the area as Urban Expansion. <br />There is some Medium Density Urban to the west and some Important Ag Lands to the east. The <br />Community Development Plan, it’s smack in the middle of the Puaa-Waiaha Village Transit <br />Oriented Development circle; however, there is also a policy, because this application never came <br />in for a change of zone and the approval was prior to the Community Development Plan being <br />adopted, the application does not need to actually come in for any approval or compliance with the <br />Transit Oriented Development type of development. Policy PUB-6.6 also identifies the important <br />role of schools, so it supports the application for charter schools in Kona community. <br /> <br />1 <br />EXHIBIT A <br /> <br />
