MR. KAHAWAIOLAÒA: Well, if that happens. The reason being, that with due respect to the <br />people from Puna, right now there is a move to cut across the bypass, the railroad. If the votes <br />move there, we lose. <br /> <br />MR. MIDDLESWORTH <br />: The railroad is not going to happen. <br /> <br />MR. KAHAWAIOLAÒA <br />: I saw a memo from the Puna, talking about the Puna Makai acce <br />road, so IÓm not prepared to do that. However, that is what I am saying. I donÓt have a problem <br />moving the Councilman. The Councilman has the problem. He has to go move some place, IÓm <br />going to still be in the same place. But, my job, as a Commissioner, is to look out here, to make <br />sure that I keep my community as contiguous as I can. <br /> <br />CHR. SIRACUSA <br />: Can we scroll down a little bit more and look at the rest of Puna? <br /> <br />MR. KAHAWAIOLAÒA: Puna is in three different places now. <br /> <br />MR. MELROSE <br />: There is also a distinction in this one which I think is one of those calls that I <br />would be interested in a Puna inside on. This one drops; it does an East/West instead of an <br />Upper/Lower. There has always been a Lower seat; for the last 20 years, there has been a Lower <br />seat that picks up the Kalapana to Kumakahi and up to Hawaiian Paradise Park somewhere. But <br />this one kind of splits it on the road, so you split Pahoa--- <br /> <br />CHR. SIRACUSA <br />: Pahoa Town itself is split. <br /> <br />MR. MELROSE: Maybe thatÓs the bypass. <br /> <br />CHR. SIRACUSA: Yes, that is the bypass. <br />MR. MELROSE: But, you have Kalapana in with Hawaiian Acres. <br />CHR. SIRACUSA: My community is just to the left and slightly below where it says Old <br />Cemetery Road. Where I live, I would suddenly be in the same district with Volcano, whereas, <br />the only place that I can get to as a cul-de-sac community is Pahoa. And yet, I am not in the <br />same district as the rest of Pahoa. So this is strange. On the other hand, if you move up towards <br />Volcano, at least Volcano is not in Ka. <br /> <br />MR. KAHAWAIOLAÒA: Nobody wants to go to Ka. <br />CHR. SIRACUSA: You know, it is thousands of acres of wilderness separating V <br />Pahala; and more than an hour drive. <br /> <br />MR. KAHAWAIOLAÒA: I would remind the other Commissioners that the thousand of a <br />just happens to be a National Park. The volcano is in the park. The Volcano National Park sits <br />in KaÒ. It now extends all the way to Kahuku. That is way closer to South Point than anywhere <br />else. The vastness of KaÒ has got to be because of the National Park. The National Park has <br />been there and thereÓs no growth going to happen there; I know nothing is going to be planned in <br />28 <br /> <br />
