Mr. Melrose moved to have Mr. Middlesworth <br />calculate the number of non-resident students <br />living on the island and determine which census <br />blocks they should be extracted from. SIRACUSA <br />: Moving on to Order of the Day <br />ORDER OF THE DAY <br />COMM. 26: PROCESS FOR SUBMITTING REDISTRICTING PLANS <br />Memo from Commission Chair René Siracusa, dated July 18, 2011, requesting discussion on <br />how the 2011 HawaiÒi County Redistricting Commission will receive and consider Redistricting <br />Plans submitted by both Commissioners and the General Pubic. <br />CHR. SIRACUSA: I had asked Karen to look into this and she has started to draw up a <br />submittal form which would give the date of submission and who i <br />number one, criteria, does the proposed redistricting plan/map a with the criteria set forth in <br />Section 3-17(g) of the HawaiÒi County Charter and Ordinance 11-29? A person could check yes <br />or no on that one. The plan consideration must include computerized map of proposed Council <br />districts, state the total population number used to devise the plan, state the total plan deviation <br />using two decimal points, state the deviation indicating plus or <br />using two decimal places, and then the Districts are listed. I noticed that District 9 is not there. <br />Karen, please note that you left out a district. Then there is a check list attached to that which <br />states the criteria that are in 11-29 so that the public and the Commissioners can be reminded or <br />informed as the case may be.
