KANUHA <br />: On agenda item, Comm. 22, it is Margaret Wille. <br /> <br />MARGARET WILLE <br />(At this time Margaret Wille came forward to address members of the Commission.) <br />MS WILLE: Hello Madam Chair and members of the Commission. I just have a few quick <br />comments; and one just generally in terms of including non-resident military and non-resident <br />students. This seems totally contrary to a common sense reading of the law. I would hope that <br />after the Super Ferry case, people start reading the law for what it says and not how it can be <br />manipulated. Second, with respect to drawing the lines, I think to the extent that it is possible to <br />give consideration to the ahupuaÓa; the watersheds, the historical concepts for the island of <br />HawaiÒi from the mountain to the sea. I am from Waimea, so the watershed there would stretch <br />down to the ocean in Puako or Kawaihae. But I think that concept is one that is very valuable in <br />many contexts; whether it is map-making, which is really the specific use of that term, as well as <br />the cultural identity and the natural resources within the County. We have Dwight Vicente. <br />DWIGHT VICENTE <br />(At this time Dwight Vicente came forward to address members of the Commission.) <br />MR. VICENTE: Good afternoon, my name is Dwight Vicente. I am making a special <br />appearance representing the Hawaiian Kingdom. I hope you guys read some of the copies I left <br />you; thatÓs why there is a lot of confusion going on. It even gets more confused because they are <br />trying to colonize the Hawaiian Kingdom by claiming Hawaiians are Indians, they are native, <br />they are aboriginal, and they are indigenous. There is a law revue that the University of HawaiÒi <br />put our, Volume 32, Number 2, Summer of 2010; Indigenous, Ancestral Lands and Customary <br />International Law. They are demoting the Hawaiian Kingdom to pre Kingdom, to where <br />Hawaiians donÓt have any rights, not even political rights, no right to complain, no rights to do <br />anything. So, Abercrombie, that illegal alien, just hit three out of four. He is trying to demote <br />Hawaiians from a Kingdom to pre Kingdom. There is a purpose why they are doing that. But <br />then everyone around the world is indigenous to some land. ItÓs all part of colonization which <br />the United States Constitution never authorized the use of military for that purpose. ThatÓs why, <br />when I mentioned the Northwest Ordinance, everything from 1787 t <br /> <br />United State citizens of the several states were sent over to what was called the Indian reserves to <br />occupy homesteads. In HawaiÒi we have the Hawaiian Homes Commission Act, which is not <br />authorized by the U.S. Constitution. They define Native by 50% <br />Hawaiian Kingdom is not that. You are born of Kanaka blood, it didnÓt matter the blood <br />quantum. If you didnÓt have, you were a foreigner, you had to be naturalized. Most people were <br />4 <br /> <br />
