COMMUNICATIONS <br />COMM. 22: POPULATION ADJUSTMENTS 2011 <br />Memo from Elections Program Administrator Patricia Nakamoto, dated July 14, 2011, <br />regarding information from State Reapportionment Project Manager, David Rosenbrock, as to <br />the extraction of non-resident military and non-resident student <br />population base. <br />CHR. SIRACUSA: Pat will you come up, please? <br />PATRICIA NAKAMOTO <br />(At this time Patricia Nakamoto, Elections Program Supervisor came forward to address members of the <br />Commission.) <br />CHR. SIRACUSA <br />: There seems to be some confusion in the room; confusing <br />Reapportionment with Redistricting, and people saying that we are going to count the military. <br />I know that we had already decided that we are not going to do that, but there is a question that <br />has come up, and that is, we wrote to all the Colleges asking about their non-resident student <br />population and at the last meeting we still had not heard back from all of them. Have we heard <br />back from U.H.? <br /> <br />MS. NAKAMOTO <br />: Yes, we did get information from the University of HawaiÒi Hi <br /> <br />CHR. SIRACUSA <br />: Is all of this information, all of the extractions, are they now reflected in <br />the web site that we are working with? <br /> <br />MS. NAKAMOTO: No, they are not. <br />CHR. SIRACUSA: So we are still not working with accurate web site software. <br />MS. NAKAMOTO: We are still working with total population. <br /> <br />MR. MELROSE: I think in our minutes from the last meeting, we did get the information from <br />Hilo HawaiÒi Community College, but I havenÓt seen the numbers f <br />HawaiÒi. So that should be circulated to us. <br />MS. NAKAMOTO: IÓll go back and check my information. I may have it in my f <br />there. <br />MR. MELROSE: When I looked at the HCC numbers again, I think there was something like <br />261 students that were non-residents. They were spread around; maybe 160 of them on the <br />Hilo side, which would be resident in District 2 or 3. Then they were spread to Puna and other <br />parts of the island. That same general understanding would be really useful from U.H. <br /> <br />MS.
