STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br /> <br />CHR. SIRACUSA <br />: The first person I have to testify is Yen Chin, representing Friends of <br />PunaÓs Future. Please come forward. Mr. Chin is coming forward <br />YEN CHIN <br />(At this time Yen Chin came forward to address members of the Commission.) <br /> <br />MR. CHIN: Thank you for this opportunity. My name is Yen Chin, I am the President of <br />Friends of PunaÓs Future. We take a keen interest in these proc <br />Puna. Moreover, we believe that Puna has not received its due in the past, so we approach <br />Redistricting with a healthy measure of skepticism and caution. <br />that I, or we, distrust any one of you. We begin with a belief in your fairness. Rather, the issue <br />is our being welcome and welcomed to the table, because we have both interest and expertise. <br /> <br />Part of todayÓs meeting is the introduction of and training on the computer system that will be <br />your essential tool. I am not now, nor have I ever been a computer ÐtechieÑ and I imagine that <br />at least some of you could make a similar declaration. Fortunately, two of Friends of PunaÓs <br />FutureÓs members really know their way around computers; and the <br />allow them to share their skills and knowledge in this Redistricting effort. Please insist that the <br />idea that a private citizen could submit an alternate plan has a foundation in reality. That idea <br />should not simply exist as pretty words on paper, so having real access to this computer tool is <br />essential for all of us. Thank you. <br /> <br />CHR. SIRACUSA <br />: The next person who wishes to comment is Dwight Vicente representing <br />the Hawaiian Kingdom. <br /> <br />DWIGHT VICENTE <br />(At this time Dwight Vicente came forward to address members of the Commission.) <br /> <br />MR. VICENTE: Good afternoon, my name is Dwight Vicente. I am making a special <br />appearance representing the Hawaiian Kingdom. It is not here today because of illegal military <br />occupation by the United States. It goes back to the Reciprocity Treaty; even way before, to <br />1820 when the United States assigned a Naval Officer to be counselor to the Hawaiian <br />Kingdom. There was never a valid treaty between the United States and the Hawaiian Kingdom <br />because of the United States violation of its Constitution. The Hawaiian Kingdom has laws of <br />naturalization; very few people were ever naturalized. The majority of the people here were <br />Asians; Chinese and Japanese were the first contract slaves brought over by the plantations; <br />they were never naturalized. The Queen signing the Lottery Bill on the morning of January 13, <br />1893 is the cause of the overthrow. U.S. Minister Stevens declared war on the Hawaiian <br />Kingdom because it abolished the taxes that allowed the foreigners to vote under the Bayonet <br />Constitution. <br /> <br />The Bayonet Constitution is a product of importation of European mercenaries by the <br />plantation; mostly Portuguese. King Kalakaua questioned why they were doing that, but they <br />lied to him. That is how they got the Bayonet Constitution and then the overthrow was because <br />2 <br /> <br />
