The County of Hawaii shall be designated a transportation kokua zone. <br />Riders boarding and alighting any regularly scheduled bus route operated <br />by the County of I Iawai`i or its designee shall ride free of charge. <br />(3) The transportation kokua zone shall not apply to County contracted <br />shared -ride taxi services, County operated curb to curb van services, or <br />County operated non - scheduled bus services. <br />(4) A designated transportation kokua area shall terminate two years after its <br />implementation, unless extended or terminated by the council. <br />(5) Within one year of the date of the implementation, and again not later than <br />ninety days prior to termination of the transportation kokua zone, the <br />transit administrator shall report to the Hawaii County council on the <br />impact of its implementation, at which time the council may extend or <br />terminate the established zone(s)." <br />SECTION 2.
