This <br />restriction shall become effective as soon as appropriate signs giving notice <br />thereof are erected. This restriction shall not be applicable to utility, emergency <br />or delivery vehicles and school buses providing services to residents of the Kona <br />Palisades and adjoining subdivisions. Further, these restrictions shall be lifted <br />during periods of emergency as may be declared by the office of civil defense. <br />(g) Puna" <br />SECTION 3. Material to be repealed is bracketed. If any provision of this ordinance, or the application thereof to any <br />person or circumstance, is held invalid, such invalidity shall not affect other provisions or <br />applications of the ordinance which can be given effect without the invalid provision or <br />application, and to this end, the provisions of this ordinance are declared to be severable. <br />SECTION 5.
