(3) To provide immediate response for services to deal with public health and <br />safety risks due to a natural or man- caused disaster or emergency in the <br />form of personnel, equipment, materials, supplies, and service contracts. <br />(4) To match federal, state, and/or private grants -in -aid to develop or restore <br />public property to a safe and useable condition. <br />(5) To pay for operational expenses of the County after a disaster or <br />emergency when the County is unable to realize revenue at sufficient <br />levels due to the disaster or emergency. <br />To pay for administrative expenses, which shall not exceed five percent of <br />this fund. <br />SECTION 3. Material to be repealed is bracketed and stricken. New material is <br />underscored. In printing this ordinance, the brackets, bracketed and stricken material and <br />underscoring need not be included. <br />SECTION 4. If any provision of this ordinance, or the application thereof to any person or <br />circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the <br />ordinance which can be given effect without the invalid provision or application, and to this end, <br />the provisions of this ordinance are declared to be severable. <br />SECTION 5.
