(2) Clearly erroneous in view of the reliable, probative, and substantial evidence on the <br />whole record; or <br />(3) Arbitrary, or capricious, or characterized by an abuse of discretion or clearly <br />unwarranted exercise of discretion. <br />Section 17 -44. Rules; adoption by board of appeals. <br />The board of appeals shall adopt rules pursuant to chapter 91, Hawaii Revised Statutes, <br />necessary for the purposes of this article. <br />Article 3. Installation Requirements <br />Section 17 -47. Uniform Plumbing Code adopted. <br />The "International Association of Plumbing and Mechanical Officials Uniform Plumbing <br />Code, 1997 Edition," published by the International Association of Plumbing and Mechanical <br />Officials, 20001 Walnut Drive South, Walnut, California 91789 -2825, including its appendices, <br />is adopted by reference and made a part of this code. This incorporation by reference includes <br />all parts of the Uniform Plumbing Code, except for part 1, relating to Administration, and is <br />subject to the amendments hereinafter set forth. <br />(1) Amending section 204.0. Section 204.0 is amended by amending the definition of <br />"building drain" to read: <br />"Building Drain - That part of the lowest piping of a drainage <br />system which receives the discharge from soil, waste, and other <br />drainage pipes inside the walls of the building and conveys it to <br />the building sewer beginning five feet (1.5 m) outside the <br />building wall." <br />(2) Adding a new definition to section 205.0. A definition of "control valve (water)" is <br />added to read: <br />"Control Valve (Water) — A control valve is any type of valve <br />which can change the flow rate of water, which includes <br />compression stop valves." <br />(3) Adding a new definition to section 210.0. A definition of "health officer" is added to <br />read: <br />"Health Officer - Shall mean the Director of Health of the <br />Department of Health, State of Hawaii, or the Director's <br />authorized agent." <br />(4) Adding a new definition to section 221.0. A definition of "single -stack system" is <br />added to read: <br />"A single -stack system - A specially designed plumbing system <br />13 <br />
