Hawai‘i Police Commission <br />Regular Session Minutes <br />August 12, 2011 <br />Page 2 <br />CHIEF’S REPORT <br /> (The commission received written reports prior to the meeting.) <br />Including: <br />Crime: <br /> Assistant Chief Henry Tavares summarized the written report. <br />Traffic: <br /> Assistant Chief Paul Kealoha summarized the written report. <br />Regarding citations for child restraint, Commissioner Ignacio inquired whether there <br />were organizations that provided car seats for those who could not afford it and if <br />there was a way to follow-up on whether they do get a car seat. Assistant Chief <br />Kealoha thought the court would ensure this. <br />Personnel: <br />Assistant Chief Kanehailua reported that the sworn vacancy amount <br />has not changed since the last meeting. Their new HR Specialist will start on <br />August 16. <br />Finance: <br /> Assistant Chief Kanehailua summarized the written report. They recently <br />received a grant of $110,000 from Justice Assistance for training equipment. They <br />will be able to accept it after County Council approval. <br />Commendations: <br /> Deputy Chief Ferreira reported receiving seven commendations <br />since the last meeting. <br />Other Departmental Activities: <br />Chief Kubojiri asked to speak to the commission in <br />executive session regarding personnel matters. <br />EXECUTIVE SESSION <br />Vice Chair Victorine moved to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawai‘i Police Department, to consider <br />sensitive matters relating to public safety, and to consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (5) and the Hawai‘i County <br />Charter Section 13-20 (b). Commissioner Pe‘a-Ferrari seconded the motion, and it <br />carried unanimously. <br />Executive session convened at 9:30 a.m. <br />Regular session reconvened at 10:17 a.m. <br />UNFINISHED BUSINESS <br />Continued Discussion On Current and New Committees: <br />Commissioner Ono stated <br />that this started with an observation that every month there is no report from the <br />committees. There is no report because everything is running smoothly. He raised the <br />question of whether the committees are necessary and was told that it is in the <br />commission’s rules.
