MR. MELROSE: I think those two districts are actually almost perfect from a growth <br />perspective. So, I wouldn't mess with them at the moment. <br />MR. KAHAWAI OLA `A: Now, I would like to go to the Hilo side. That's what I wanted to just <br />do. Plan _19 and Plan_10 keeps those guys right where they wanted to be. Right into Hilo, if we <br />are looking at how District 2, 3, and 4 are configured right now, because District _3 on Plan— 10, <br />this is where I was saying Puna has the biggest part of the votes now; and part of Hilo. <br />CHR. SIRACUSA: Let the record show that Joe Carvalho is leaving now. <br />MR. MELROSE: I would say that downtown shouldn't be separated from the rest of urban Hilo, <br />and should be in either one of those districts. We are going to have to put some 900 votes back <br />over the river. At least the downtown area should come into District 4 for now. That is where <br />most of it is right now. <br />MR. MIDDLESWORTH: That was one of the problems with this map. <br />MR. MELROSE: So try to move the downtown area into District 4. Put the red into District 4, <br />up to the river. Now go mauka. If you go up the river, if you go up Waianuenue, do we have <br />connectivity? If you go up, mauka, you have Kaumana. Kaumana Village should be in the Hilo <br />district. <br />MR. KAHAWAIOLA`A: Are you talking about Kaumana City up there? <br />MR. MELROSE: Yes, that is Kaumana City up there. <br />MR. KAHAWAIOLA`A: They have only that one road to get in anyway. <br />MR. MELROSE: And we are disconnected from it? I guess you could come up Waianuenue and <br />go to Akalea. It's a big chunk, but it's unpopulated. So now you have about what I think the <br />number is going to be. We could balance it off between District 2 and District 3 or 4, the <br />Keaukaha District. But Hamakua is low and it shouldn't be. <br />CHR. SIRACUSA: Shyla, will you zoom in by Pahoa? Right there between town and the <br />bypass; pull some of that into District 3. <br />MR. MELROSE: This one does split Hawaiian Paradise Park. <br />CHR. SIRACUSA: In Puna mauai, everyone goes up to Pahoa for everything, and that's the way <br />the communities of interest are. <br />MR. UDOVIC: Just a point of order; some of the staff members wanted to know if you are going <br />to take a short break for lunch and continue your discussion, or if you are going to adjourn? <br />36 <br />
