should relate to existing and adjacent sidewalk canopies <br />while maintaining its rain protection functions. <br />5.5 Signs <br />(a) All signs shall be in compliance with the Hawaii County <br />Sign Ordinance. <br />(b) In addition, signs installed downtown should be designed <br />to enhance the historic and architectural character of <br />Hilo and for close view by slow moving motorists and pedes- <br />trians. To this end, smaller signs are recommended with <br />the following characteristics: <br />(1). ".Materials: Carved or sandblasted natural wood, <br />painted wood, non- reflective metal and signs mounted - <br />on stone are recommended. <br />(2) Location, Number and Size: County of Hawaii Sign <br />Ordinance is to be adhered to. In addition, temporary <br />banner -type signs shall not be in place for more than <br />seven (7) days, shall follow existing sign requirements <br />and shall be approved by HRA prior to placement. <br />Handbills are prohibited from being attached to any <br />exterior surface of any building or public facility <br />except specially provided informational kiosks or <br />bulletin boards. <br />(3) Color: Quiet, harmonious "earth -tone" colors are <br />suggested. lrridescent, loud and clashing colors are <br />to be avoided. <br />(4) Li_ hating: Indirect lighting of signs is recommended. <br />Self- illumination plastic face signs or those with <br />direct, flashing, moving or intermittent lights are <br />discouraged. Any illumination should be a detached <br />source shielded from direct view. <br />(5) Legibility: Adherence to simple and readable graphics <br />including "period" or serif type lettering to accent <br />the building age and symbols to identify the businesses <br />are suggested. <br />(6) Movement: Moving signs are discouraged. <br />5.6 Landscape Design <br />Parking lots should have a minimum five foot width landscaped <br />setback, not including car overhang area, to reduce the visual <br />impact from the street. Minor canopy type trees along with <br />low maintenance shrubbery and decorative rock is suggested. <br />-y_ <br />
