DOWNTOWN HILO URBAN DESIGN RULES <br />PART 1 PURPOSE <br />The general purpose of the rule is the implementation of the goals and <br />objectives of the DHRP. The specific purpose is to provide detailed <br />design guidelines in order to preserve downtown Hilo's character and <br />provide for its protection and enhancement. These principles shall <br />not be applied so as to prevent a permitted use from locating in Down- <br />town Hilo. <br />PART 2 OBJECTIVES <br />The objectives of this set of design rules are to: <br />1. Preserve and enhance downtown Hilo's existing form and char- <br />acter. <br />2. Preserve and restore to the extent possible, buildings and sites <br />of scenic, historical, cultural and /or architectural significance <br />and encourage new development which is compatible with and <br />compliments those buildings and sites. <br />3. Retain a distinctive and viable pedestrian oriented commercial <br />area for residents and visitors. <br />4. Develop landscaping and architectural control which will retain <br />the attractiveness and general character of the area. <br />5. Provide public improvements such as upgrading roadway and <br />sidewalk areas, and, street lights, street furniture, and signage <br />compatible with the character of this older commercial area. <br />PART 3 BOUNDARIES <br />The boundaries within which these design principles shall govern are <br />designated on Figure Exhibit "A". The area shall be generally comprised <br />of all land parcels abutting and within the boundaries of the Bayfront <br />Highway, Wailuku Drive, Kinoole Street, and the Ponahawai Street <br />alignment projected to the Bayfront Highway, and along the mauka <br />side of Kilauea Avenue between Ponahawai Street to Kukuau Street. <br />PART 4 REHABILITATION /PRESERVATION <br />4.1 General Guidelines <br />- 1 - <br />
