Poindexter, Governor <br />and to the Members of the <br />Twenty -first Legislative Session <br />of the Territory of Hawaii*. <br />Pursuant to the provisions of (a) Act 207, Session Lags of 1937" stipulating, <br />among other duties and powers, that this Board is authorized "to prepare and take <br />maps for the Governor, the Legislature and territorial departments and agencies, <br />to make planning studies and surveys for draiwge, flood control and sewerage, <br />building and housing conditions., subdivision control and other matters involved in <br />the physioal development of the Territory or of any subdivision thereof * * ", and, <br />(b) Act 21.1,., Session Laws of 1939, providing an appropriation of $3,000 for the <br />Preparation for the 1911 Legislature., of a Master Plan for the City of Hilo, <br />County of Hawaii, we take pleasure in transmitting the accompanying report and <br />;;naps, constituting the Master Plan of the City of Hilo, Hawaii. <br />As part cif the ultimate Territorial Master Plan, this ,Tovni Plan of the City <br />of Hilo, Hawaii is presented with the hope that, in addition to its local usefulness <br />to the City of Hilo, it may be of future value as a guide to town planning in the <br />Term tort'. <br />Following planning practice in the States, it is believed that the Legislature <br />will desire to pass enabling acts empowering the respective counties to adopt zoning <br />ordinfL=es and to create local plarm�ng agencies as these are needed. <br />We wish to record our appreciation of the very cordial cooperation of the <br />Chairman and Members of ;the Board of Supervisors, the members of the Hilo City <br />Planning Commission and other officials of the County of Hawaii and representatives <br />of private interests, in preparing this Plan', largely made possible througd their <br />whole- hearted'cooperation with the staff of this Board. <br />It is recommended that the Board of Supervisors of the County of Hawaii now <br />adopt such elements of this Master Plan, leaving flexible the Plan, itself, as will <br />best serve the purposes of a larger -scale preoise Official Map of the City of Hilo, <br />and that the project be based on considerations and afaalysis of the Director attached <br />hereto. <br />Respictfuny, <br />
