2.1.1 Placement and Orientation <br />Placement and orientation refers to the required clear distance from the property line to the <br />face of the front, sides, or rear of the physical building and /or other types of permanent <br />improvements. Normally, placement setbacks provide open space for landscaping, parking, <br />placement of street furniture, pedestrian amenities, and other approved commerce functions. <br />A majority of Downtown buildings have no setback, providing full use of the property, and <br />directly abut the public sidewalk, which facilitates pedestrian interaction with businesses. <br />Recommendations <br />a <br />-� —_- �A <br />b <br />• Examples of zero -front yard <br />setback along Ponahawai Street <br />• Off - street parking located behind <br />an existing building on the corner of <br />Keawe and Haili Streets <br />. . <br />SustainabilityMeasures <br />Civic Gathering <br />Healthy Living & Walkability <br />Rhythm of Hilo <br />Orient new commercial and residential building entrances <br />toward the street. <br />Integrate zero -front yard (i.e., no setback from the <br />sidewalk) for lots within the Downtown Hilo Commercial <br />Core (refer to page 37 for more information about the <br />Commercial Core). Exceptions can be allowed for <br />landscaping, utility connections, entryways, outdoor cafes, <br />public art, or other pedestrian uses and amenities. <br />• Zero front -yard is recommended for the first three <br />levels. <br />• For structures higher than three stories, set back <br />the upper floors of buildings to maintain the <br />pedestrian scale along the street frontage and to <br />allow for natural light, air, and ventilation. <br />c. Incorporate courtyards, arcades, and open spaces with <br />landscaping into the site design when possible. <br />d. Develop residential blocks with front yard setbacks for <br />stoops, lanais, and front gardens. <br />Parking: <br />e. Locate any off - street parking to the rear of a property. <br />f.
