5 -YEAR ACTION PLAN UPDATE: THE STORY <br />uowntown Hilo ZULa <br />'Ike ra Hilo <br />Action Plan Update display at the <br />Hilo Public Library <br />En Vision Downtown Hilo 2025 (EDH 2025) is a <br />dynamic Community -Based Vision and Living <br />Action Plan. Dialogues, networking, <br />collaboration, and cooperation are integral to <br />implementation, they also represent ways in <br />which both the community and the plan grow <br />together. As such, "change" is built into the EDH <br />2025 Plan's "DNA." <br />In the months that followed the Implementation <br />Kick -off Celebration, the EDH 2025 VisionKeepers <br />organized into subcommittees in order to begin <br />building relationships with Lead Solution Partners <br />(implementers). Immediately and instinctively, the VisionKeepers and Lead Solution <br />Partners began to find ways to refine and update actions in the Plan. <br />It was through these meetings with Lead Solution Partners that the 5 -Year Action Plan <br />Update began its initial process. Further, working together on `Easy Wins' (which, by the <br />way, were not so easy) brought us closer and facilitated greater understanding of each <br />other's position. <br />In addition, the two EDH 2025 Town Meetings held in June 2007 and September 2008, at <br />the historic Palace Theater, formed important focal points during the first three years of <br />implementation. They provided invaluable opportunities for networking, prioritizing, and <br />the testing out of new ideas that could inspire innovative implementation - either in <br />formal surveys or polls, or during the enormously fruitful `behind- the - scenes' dialogue <br />that takes place at community events. <br />Within the implementation process, however, the planning process continued apace. <br />This is because maintaining community involvement is essential in a community -based <br />plan, and along with this, comes strategic planning and creative thinking. One of the <br />main challenges was to know how and when to appropriately involve key stakeholders <br />and the wider community. Generally, Lead Solution Partners and Potential Partners <br />were involved in small working -group meetings and the wider community participated <br />in key events, such as the Town Meetings. <br />An enormous amount of community input provided the key ingredients in the original <br />EDH 2025 Vision and Living Action Plan.
