VII. CONCLUSIONS <br />Based on the preceding findings, the following conclusions are drawn: <br />1. There is a general lack of parking and parking turnover in Downtown Hilo which <br />can be attributed to: <br />• The off - street parking and loading requirements exemption (see Section 4.5) <br />which limits the amount of available customer parking and <br />• A disregard of the time limit zones due to the removal of a majority (only 31 <br />remain) of the downtown parking meters and insufficient enforcement <br />practices and personnel. <br />2. The Hilo Farmers Market contributes to the parking shortage in certain areas of <br />Downtown Hilo on "Farmers Market" days due to: <br />• The large number of patrons who visit Downtown Hilo and shop at the <br />market and <br />• The large number of vendors who park, load, and unload for extended periods <br />in short-term parking areas. <br />3. Merchants must participate in the solution by requiring employees to use <br />long -term parking areas to open up short-term parking for short-term users. <br />VIII. PARKING ADDITIONS PLANNED <br />In addition to the parking additions that were already made as outlined in Section 4.2, <br />the County of Hawaii is in the process of adding more parking to the Downtown Hilo <br />Sub -Area. All of these future additions will be done primarily with revisions to the <br />traffic signs and striping, but otherwise having minimal effect on existing conditions. <br />The planned parking additions /revisions include: <br />• Kinoole Street — Two stalls between Waianuenue Avenue and Kalakaua Street <br />where a minimum amount of intersection sight distance and parking restriction <br />are acceptable; <br />• Kinoole Street — Two stalls fronting Hawaiian Telcom building; <br />• Kinoole Street — One stall adjacent to Mamo Street; <br />• Haili Street — One stall between Kilauea Avenue and Keawe Street; <br />• Keawe Street — Three stalls between Kalakaua Street and Haili Street; <br />• Waianuenue Avenue — One stall between Keawe Street and Kamehameha <br />Avenue; <br />• Kamehameha Avenue — Five stalls adjacent to Haili Street where a minimum <br />amount of parking restriction is acceptable; and <br />The items listed above equate to a net gain of 15 regular parking stalls parking stalls. <br />For more information on the future parking additions in Downtown Hilo, see page <br />D11. <br />•11• <br />
