PHASE III (3 year trial period) <br />At this stage, there could be two options: <br />OPTION 1: If parking meters are effective, but in too small of an area. <br />• The County of Hawaii would implement parking meters either in all of <br />Downtown Hilo, or in specific areas deemed necessary by the County of Hawaii <br />and the DIA. <br />• The maximum time limits would be set according to the already established time <br />limit zones that the meters are in. <br />• The parking meter rates would be reasonably set at a level that produces the <br />desired parking turnover and promotes a self - funded parking meter program. <br />• The County of Hawaii would look at alternatives to improving and increasing <br />parking meter enforcement. <br />OPTION 2: If parking meters are effective, but insufficient parking remains. <br />In this option, it is determined that there is a definite parking shortage in Downtown <br />Hilo. Additionally, it is concluded that aside from creating more parking stalls, no <br />other alternative would be adequate. <br />• The County of Hawaii would look into purchasing property in logical locations <br />within the Downtown Hilo Sub -Area to develop into new public parking areas; <br />• The County of Hawaii would make the necessary improvements to ensure that <br />these new parking areas meet all the necessary design and accessibility standards; <br />• The downtown merchants could share in the cost of the facilities, to possibly <br />reserve a portion of the stalls for their employees; <br />• The County of Hawaii and the DIA would work together to establish employee <br />parking areas; <br />• The downtown merchants would collectively take on the responsibility of <br />ensuring that their employees use the employee parking areas and not the short- <br />term customer parking; <br />• The parking meters that were restored in Phase 11 would remain and still be <br />strictly enforced; <br />• In addition to the parking meters that were restored in Phase II, the County of <br />Hawaii would implement parking meters in other areas deemed necessary by the <br />County of Hawaii and the DIA; and <br />• The County of Hawaii would look at alternatives to improving and increasing <br />enforcement. <br />The goal of Option 2 is to convert parking within the Downtown Hilo Sub -Area into a <br />balanced mix of public parking and employee parking, while taking advantage of the <br />benefits of both metered parking and time limit parking. <br />•13• <br />
