III. PEDESTRIAN MOVEMENT <br />3.1 SIDEWALKS <br />The sidewalks in Downtown Hilo provide a pedestrian - friendly environment for the <br />following reasons: <br />• Sidewalks along all of the major streets; <br />• Sidewalks in fairly good condition; and <br />• Overhead cover along the heavily traveled Kamehameha Avenue storefront area. <br />In addition to the sidewalks, other reasons that make Downtown Hilo a nice place to <br />walk include: <br />• Reasonably safe streets; <br />• Relatively small blocks; <br />• Narrow streets; <br />• Traffic signals at the intersections in the pedestrian- oriented part of town; <br />• Slower vehicular speeds; <br />• Crosswalks at all of the major intersections; <br />• Implementation of pedestrian crosswalk flashing beacons; and <br />• Completion of Americans with Disabilities Act (ADA) compliant sidewalk ramps. <br />Additional improvements that could be made include: <br />• Upgrading the sidewalks, like those along the Kamehameha Avenue storefront <br />area that have become cracked, uneven, and are tripping hazards; <br />• Providing overhead cover along more of the streets; <br />• Increasing storefront street lighting for safety; and <br />• Installing bulb -outs at intersection corners. <br />For more information on the sidewalks in Downtown Hilo, refer to page D6. <br />3.2 WALKING PATHS <br />For more information on the walking paths in Downtown Hilo, refer to page D6. <br />3.3 CROSSWALKS <br />For more information on the crosswalks in Downtown Hilo, refer to page D7. <br />3.4 PEDESTRIAN CROSSWALK FLASHING BEACONS <br />There is I pedestrian crosswalk flashing beacon (system) within the Downtown Hilo <br />Sub -Area: <br />• Kamehameha Avenue crosswalk at the intersection of Mamo Street. <br />For more information on the pedestrian crosswalk flashing beacon locations in <br />Downtown Hilo, see page D4. <br />•5• <br />
