a. Land Use Map <br />Figure 2 shows the land use plan for the redevelopment area. <br />The plan is aimed at developing downtown Hilo as a commercial <br />and multi -- family residential area under a new "CDH" zoning <br />district, Kukuau as a commercial link with Kaiko'o, and Puueo <br />as a residential support community to downtown Hilo. Figure 3 <br />shows the special design areas which include the Kalakaua Park <br />Heritage Area, and the Keawe Street Pedestrian Shopping Area. g, <br />Figure 4 shows the existing or planned public uses, institutional <br />uses, and other special purpose uses. The public uses include <br />existing State and County facilities and parks. The institutional <br />uses include the existing churches within the redevelopment <br />area. <br />9 <br />b. Land Use Provisions and Building Requirements. <br />The land use plan, Figure 2, indicates the zoning categories for <br />the proposed uses. These districts include Multi - family (RM -1), <br />Resort -Hotel (VH -.75), General Commercial (CG), Neighbor- <br />hood Commercial (CN), Open District (0), and a new zoning <br />district called Downtown Hilo Commercial (CDH). The require- <br />ments of the existing zoning districts remain unchanged. <br />A draft ordinance for the new Downtown Hilo Commercial <br />zoning district that would need to be enacted by the Planning <br />Commission and Council is included as Appendix B. This <br />proposed district is aimed at simplifying the different zoning <br />districts throughout the downtown area into a single district <br />that allows a range of uses from retail and office to multi- <br />family residential. This would expand development opportuni- <br />ties throughout the downtown area and encourage the develop- <br />ment of downtown as a mixed use area. c. <br />The new CDH district would also (1) reinstate the developer's <br />responsibility to provide parking so that the provision of more <br />parking is not entirely a public subsidy; (2) implement a covered <br />walkway system to provide rain protection to downtown pedes- <br />trian users, i.e. shoppers, employees, and residents; and (3) <br />indicate to the developer via design guidelines what HRA's <br />aspirations are for the physical character of downtown Hilo. <br />C. Conformance with the County General Plan . <br />This Redevelopment PIan conforms with the County of Hawaii € <br />General Plan. However, clarification of the following may be <br />desirable as part of the General Plan revision now in progress: <br />r <br />(1) Make all flood hazard and tsunami inundation lines consis- <br />tent with the Federal Flood Insurance Rate Map (FIRM) <br />and the County's new flood hazard ordinance. <br />-8- <br />
