d. <br />(2) Insure that the Puueo area mauka of Clem Akina Park up <br />to the old flume is included as future low density urban <br />use. <br />Also suggested for consideration in the current General Plan <br />review are the following recommendations which are not <br />adopted as part of the Redevelopment Plan because they would <br />be in conflict with the existing General Plan: <br />(1) Delete the designation of Keawe St. as a future 80 -foot <br />collector street. <br />(2) Replace the existing resort designation for the area that <br />lies along the Wailuku River between Puueo Street and <br />Wainaku Street with a medium density urban designation. <br />Relationship to County Plans and Policies <br />Existing County plans and policies were reviewed as part of the <br />planning process. In general, this Redevelopment Plan <br />conforms to those plans and policies. <br />This Redevelopment Plan replaces the 1974 Hilo Downtown <br />Development Plan as the County's development plan and policy <br />for downtown Hilo, Puueo and Kukuau. <br />The existing County Zoning Ordinance (CZO) and map will need <br />to be amended by the Planning Commission and County Council <br />to conform to this Plan. The following amendments are <br />necessary: <br />(1) In Downtown Hilo: <br />(a) Enact the new Downtown Hilo Commercial zoning <br />district (CDH) for the downtown Hilo sub -area. <br />Repeal the existing parking ordinance that exempts <br />parking requirements makai of Kinoole Street. <br />(b) Remove the "Safety District" designation for the <br />areas makai of Keawe Street and let the FIRM <br />boundaries and the County Flood Hazard Ordinance <br />govern development. Removal of the zoning district <br />constraint will not lessen the potential for future <br />damage from tsunamis. The U.S. Corps of Engineers <br />has indicated that although the Flood Insurance <br />Rate Maps (FIRM) prepared as part of the Federal <br />Insurance Administration (FIA) Flood Insurance <br />Study for Hawaii County does not include much of <br />the redevelopment area as a tsunami -prone area, <br />the 1946 and 1960 tsunami experiences indicate that <br />the risk to lives and property still exists. The Corps <br />also indicates that Federally subsidized insurance is <br />also available for those areas not designated poten- <br />tially tsunami inundation areas by the FIA flood <br />study. <br />-12- <br />s <br />i <br />Y <br />r <br />i <br />
