f <br />r <br />Honorable Hiram Hagiwara <br />Page 2 <br />September 19, 1983 <br />While there have been some improvements made within <br />downtown Hilo, the area is still somewhat physically <br />deteriorated and in need of some measure of economic <br />revitalization. It is felt that with the adoption of the <br />Downtown Hilo Redevelopment Plan, there will be greater <br />acceleration in the implementation of certain programs to <br />revitalize the area. In doing so, downtown Hilo can once again <br />become a center of attraction and also become an active, <br />existing and economically viable element of the City of Hiloo a <br />well as the entire island. <br />The Planning Commission is approving the plan with the followin, <br />modifications: <br />1. On page 36 of the plan, as well as within Appendix D <br />(Downtown Hilo Commer -cial District), the plan approval <br />process is discussed. <br />a. an page 36, Section V.S.3. Plan roval Process shat. <br />be changed to: <br />Plan Review Process <br />HRA plan review based on this Plan will be required a; <br />part of the zoning plan approval process, the <br />shoreline management area (SNA) permit process, and <br />the building and demolition permit process for all <br />such actions occurring within the redevelopment area. <br />As a further criteria for its plan review, HRA shall <br />adopt rules as it requires, including but not limited <br />to urban design rules. Proposed urban design <br />principles which would form the basis of these adopter <br />urban design rules are included as Appendix E. <br />b. In Appendix De Section G.1. shall be changed to: <br />(1) "Plan Approval° is required for all structures <br />and uses. As part of the 'Plan Approval' ' <br />process, the Planning Department shall refer all .; <br />new construction, rehabilitation and <br />redevelopment projects to the Hawaii € <br />Redevelopment Agency (HRA) for - review and <br />comments under its urban design rules-* <br />(2) On page 90 Figure 4, delete Tax Map Rey 2-3 -03:33 <br />from proposed parking area No. 3 (P3). <br />
