PROJECT ORGANIZATION: LOCAL CAPACITY AND RESOURCES <br />■ EnVision Downtown Hilo 2025 <br />It was a quiet Tuesday afternoon on March 22, 2004, in a hideaway basement of the Central <br />Christian Church in Downtown Hilo, that a workshop titled "Downtown Hilo - Past, Present and <br />Future" inspired our community. People were busily placing their dots on a map — sharing <br />"what's great, not so great, and our dreams" for Downtown Hilo. Cherie Enns, a professor of <br />Geography at University College of Frazer Valley in British Columbia, led our community <br />through this simple exercise. No one realized that it would blossom into a full blown <br />Community Vision and Living Action Plan. <br />The Friends of Downtown Hilo Steering Committee (Friends) with the guidance of Visioning <br />consultant and long -range Planner, Steven Ames, facilitated the creation of the Community - <br />Based Vision and Living Action Plan by asking the community a series of questions: Where are <br />we now; Where are we going; Where do we want to be; How will we get there; and Are we <br />getting there? The Friends learned that if our Plan was to remain living and not simply sitting <br />on our shelf, the last two questions needed to be answered. With his help, new avenues for <br />community -based planning coalesced around the creation of the EDH 2025 Plan, which became <br />the stimulus for initiating other community planning processes on the Island of Hawaii. <br />The Hawaii County Council adopted EnVision Downtown Hilo 2025: A Community -Based Vision <br />and Living Action Plan (EDH 2025) by Resolution 192 -05 in November, 2005. The EDH 2025 Plan <br />is a comprehensive plan that includes a Community Vision Statement and Six Focus Areas, <br />including Focus Area Vision Statements. It was the Island of HawaiTs first grassroots <br />community planning process since almost 20 years. Each Focus Area contains multiple <br />strategies and actions that are implemented by Lead Solution Partners (LSPs). An LSP is an <br />organization or agency that takes the lead role for achieving an action. Lead partnerships are <br />often shared between a government agency and a community group. <br />■ Steering Committee Information <br />With the adoption of the Plan, the Friends introduced a new successor committee called the <br />EDH 2025 Vision Keepers. Today, the Vision Keepers with the assistance of the County of <br />Hawaii Planning Department forge and pilot creative grassroots community planning. <br />This committee will serve as the steering committee to help plan and promote the SDAT <br />process. They will also continue to ensure that the results of the SDAT program are <br />incorporated into the broader community involvement process for the EDH 2025 five (5) year <br />action plan update. <br />EnVision Downtown Hilo 2025 1 SDAT Application 2009 <br />
