signature action in the EDH 2025 Plan as it includes elements of other Focus Areas; for example, <br />bicycle paths, interpretive signage, and increased pedestrian - friendly access to Downtown. <br />Once the trail alignment is identified and the required environmental review processes are <br />finalized, implementation will only happen with the commitment from a variety of stakeholders <br />who are willing to adopt this project. <br />2. Hilo is known for its rain. On average we receive approximately 129 inches of rain per year. <br />Downtown's location at the base of the Hilo Bay Watershed also makes it highly vulnerable to <br />flooding. <br />Strengthening and Sustaining Our Community: <br />1. The Hawaiian culture is centered on the ohana or <br />family, which extends beyond the traditional western <br />definition, and toward the whole community as an <br />acknowledgement of our interdependent relationships <br />with those around us. We believe that our <br />downtown's true measurement of success relates to a <br />prioritization of our children and a true dedication to <br />our seniors, and that by focusing on our community <br />ohana, we honor the values of our host - culture. To that end, we want our downtown to reflect <br />a celebratory atmosphere where the child in all of us feels safe to play, learn, interact, and <br />explore. A greater commitment to alleviating homelessness represents both an economic and <br />humanitarian issue. We need to work with our partners to develop more youth- centered <br />programs and activities, and cultivate Downtown as a major gathering place for all ages. <br />2. The diversity of Hilo's residents means that we are always looking for ways to reach out to <br />increase community participation, especially amongst segments of the community who are <br />sometimes reticent to do so. <br />3. There is a lack of new leadership to take the reins. Being a small town, many of the same <br />people are called to the table as volunteers. <br />Enhancing Education, Culture, and the Arts: <br />1. Especially during tough economic times, Hilo's culture and arts institutions remain the <br />"heartbeat" of Downtown Hilo. These institutions and other non - profit organizations, however, <br />face a financial strain. As we move forward, how do we better connect residents to the <br />offerings of each of these institutions, which in turn help them to develop events and programs <br />in line with the community's needs? <br />EnVision Downtown Hilo 2025 1 SDAT Application 2009 <br />
