Letter from the Chair <br />April 21, 2008 <br />Dear Reader, <br />On behalf of the EDH 2025 Vision Keepers, I am pleased to present The Vision Keepers Guide to <br />Implementing Your Community Plan. En Vision Downtown Hilo 2025: A Community -based Vision and <br />Living Action Plan for Downtown Hilo (EDH 2025) is a model implementation project which relies on <br />collaboration between government agencies and community groups as a measure of its success. The <br />Vision Keepers are documenting their triumphs and challenges to assist other communities who are <br />about to implement their own community -based plans. <br />After two years of working with the Vision Keepers to shepherd implementation of EDH 2025, 1 can say <br />the experience has been inspiring and rewarding. <br />Creating a place that provides the services and atmosphere that the community most desires involves a <br />great deal of patience and persistence. Having a strong vision drives dedicated individuals toward the <br />plan's fulfillment. <br />It is my hope that this Guide helps others who choose to take on this responsibility.
