2.2 No Action <br />Under the No Action Alternative, the property would remain as -is. No vegetation <br />clearing would occur, no widening of the park would occur, and no facilities would <br />be constructed. The only impact associated with the No Action Alternative is a <br />continuing lack of recreational and scenic area in this location. <br />2.3 Alternatives Evaluated and Dismissed <br />The concept behind the park - a riverfront green space anchoring the northwest end of <br />Hilo downtown's bayfront - is highly site specific, and therefore no alternate <br />locations were considered. During concept development it became obvious that the <br />site is too narrow to accommodate an active park (e.g., ballfields, playgrounds); no <br />other designs appeared appropriate or practical. <br />E <br />
