o Views across the river from Puueo and the Wailuku River bridges will include a <br />rich scene comprising the river surface, vegetation along the riverbanks, several <br />large trees, project landscaping, Hilo Bay, and a number of scenic, historic <br />buildings -including Kulana Naauao, the Federal Building, and the Hilo Armory. <br />3.2.5 Hazardous Substances Toxic Waste and Hazardous Conditions <br />Based on onsite inspection and information on file, it appears that this area is not <br />subject to hazards from explosive or flammable fuels or other hazardous chemicals, <br />The project does not involve the disposal of hazardous materials nor siting of sanitary <br />landfills or closing of open dumps. The project site is not affected by toxic chemicals <br />or radioactive materials. The project is not located near a Clear Zone at a civil or <br />military airfield nor in or near an Accident Potential Zone at a military airfield. No <br />other problems or issues related to hazardous substances, toxic waste, or hazardous <br />conditions are present. <br />3.3 Socioeconomic and Cultural <br />3.2.1 Land Use, Designations and Controls <br />Existing' Environment <br />The property is considered part of the right-of-way of Wailuku Drive on County tax <br />maps and is not identified by a Tax Map Key number. It is located within the Urban <br />State Land Use District and is zoned in the CDH (Commercial Downtown Hilo) <br />District. The property is located entirely within the Special Management Area (SMA). <br />Much of the property also Iies within the Shoreline Setback area. As with most of <br />downtown and bayfront Hilo, it is within an area subject to tsunami, and the project is <br />required to seek approval from the Hawaii Redevelopment Agency. <br />Currently the land is vacant and has no active land uses. No farmland is present, and <br />the project will not adversely impact prime, unique or other important farmland <br />Impacts and Mitigation Measures <br />The proposed park is consistent with uses permitted in these regulatory areas. <br />Compliance with Planning Dept. Rule No. 11 and Planning Comm. Rule 8 Regarding <br />Shoreline Setback, as well as Planning Comm. Rule 9 Relating to the Special <br />Management Area will be necessary. Structures or improvements may require some or <br />all of the following, depending upon precise location: Special Management Area Use <br />Permit; Conservation District Use Permit (if structures cantilever over the river); <br />Right-of-Entry and /or Set -Aside from the Hawaii State Dept. of Land and Natural <br />Resources; Variance from Planning Dept. Rule No. 11 and Planning Comm. Rule 8 <br />Regarding Shoreline Setback; and Hawaii Redevelopment Agency approval. <br />12 <br />
