gain over existing parking of 20 spaces - during working hours only, which do not <br />necessarily coincide with the demand for parking spaces, as the public Hilo Armory <br />Gym and some of the adjacent businesses require evening parking. <br />Mitigation Measure: It is recommended that resurfacing and facility <br />emplacement on Wailuku Drive should be implemented in a manner that allows <br />emergency use by large trucks in the event of a closure of the Highway 19 <br />Bridge. It is also recommended that the selection of the Wailuku Drive <br />Closure Alternative be contingent upon relocation of the Hawaii County Office <br />of Housing and Community Development and conversion of the majority of <br />spaces thus vacated to regular public use. <br />3.4.2 Electricity, Phone Water Supply and Wastewater <br />Electric and phone lines, water service and sewer lines are available at the site, <br />although there are no current plans to utilize any of these services in the park. No <br />direct or indirect impact to these services is expected as a result of the project. If <br />restrooms or other features requiring generating wastewater are constructed, they will <br />be required to be disposed of in accordance with Department of Health regulations. <br />The Wastewater Division of the Hawaii County Department of Public Works <br />commented in a letter on 17 June 1998 that their future plans for this area may <br />require construction of a new sewage pump station just southwest of State Highway <br />19. They request that this area be maintained in an open state to accommodate any <br />such plans. <br />Mitigation Measure: As the area proposed for a future sewage pump station <br />would be maintained as open space in the park and does not physically conflict <br />with use as a park, the Hawaii County Department of Parks and Recreation <br />agrees in principal to reserve open space for this future facility. <br />3.4.3 Police. Fire and Emergency Services <br />Existing Setting <br />The Hawaii County Police and Fire Departments (HCPD and HCFD) both have their <br />headquarters in Hilo. Fire and police stations operate 24 hours per day. <br />Impacts and Mitigation Measures <br />Although Fire Department responses to the site may occasionally be necessary, no <br />adverse impact on this service is to be expected as a result of the project. <br />17 <br />
