3.7 Consistency With Government Plans and Policies <br />3.7.1 Hawaii County General Plan <br />The General Plan for the County of Hawaii is a policy document for the long -range <br />comprehensive development of the island of Hawaii (Hawaii County Planning <br />Department 1989). The General Plan does not specifically identify the proposed <br />project under its recommended courses of action, but the project is highly consistent <br />with the following: <br />GOALS: <br />o Provide a wide variety of recreational opportunities for the residents and <br />visitors of the County; <br />o Recreational facilities in the County shall reflect the natural, historic, and <br />cultural character of the area; <br />o Facilities for compatible multiple uses shall be provided. <br />POLICIES: <br />o The County shall coordinate recreational programs and facilities with <br />- governmental and private agencies and organizations. Innovative ideas for <br />improving recreational facilities and opportunities shall be considered. <br />STANDARDS: <br />o Community recreation area serving a 1 -miles radius in urban areas, and entire <br />community in rural areas. Provide active and passive activities. <br />3.7.2 Downtown Hilo Redevelopment Plan <br />This plan was prepared by Belt, Collins and Associates for the Hawaii Redevelopment <br />Agency per a 1984 Hawaii County Council Resolution (No. 563). It was adopted in <br />February 1985 by Resolution 59 -85 of the Hawaii County Council. It replaced the <br />1974 Downtown Development Plan as the County's development plan and policy for <br />downtown Hilo, Puueo and Kukuau. <br />The goals of the plan included the following: <br />o Develop an economically revitalized downtown Hilo which is a safe, healthy, <br />convenient, pleasant, and attractive environment for living, shopping, <br />recreation, civic, cultural and service activities; <br />o Advocate a downtown with a distinct, appropriate and identifiable theme, <br />character and image; <br />o Encourage new development in form, patterns, and bulk which as nearly as <br />possible preserve and enhance the existing character of downtown Hilo and <br />19 <br />
