11. The project does not affect nor would it likely to be damaged as a result of being <br />located in environmentally sensitive area such as a flood plain, tsunami zone, erosion - <br />prone area, geologically hazardous land, estuary, fresh water, or coastal area. <br />Although the proposed project is located in a zone exposed to flood damage, this is <br />shared by all locations in lower downtown Hilo. In addition, there is potential for <br />exposure to earthquake and volcanic hazard. There are no reasonable alternatives that <br />would avoid such exposure. <br />12. The project will not substantially affect scenic vistas and viewplanes identified in <br />county or state plans or studies. <br />The Hawaii County General Plan expressly mentions the views both mauka and makai <br />from the Lower Wailuku Bridge (Keawe -Puueo Bridge). The project will affect these <br />views in a generally beneficial manner because: <br />o Vegetation that currently protrudes above the river bank blocks scenic views of <br />the Wailuku River from the park and Wailuku Drive; <br />o Several large trees (the banyan just mauka of the Keawe -Puueo Bridge and <br />-various palms) will not be removed and will continue to lend their character to <br />the area. <br />o Landscaping with low native plants and selected trees (such as palms) will <br />provide greenery, shade, and scenic interest without blocking scenic views; <br />o Scenic views of the Wailuku River will be restored; <br />o Views across the river from Puueo and the Wailuku River bridges will include <br />a rich tableau of the river surface, vegetation along the riverbanks, several <br />large trees, project landscaping, Hilo Bay, and a number of scenic historic <br />buildings including KuIana Naauao, the Federal Building, and the Hilo <br />Armory. <br />13. The project will not require substantial energy consumption. Negligible amounts of <br />energy input will be required for vegetation removal-and site preparation. <br />For the reasons above, the proposed project will not have any significant effect in the <br />context of Chapter 343, Hawaii Revised Statues and section 11- 200 -12 of the State <br />Administrative Rules. <br />23 <br />
