MS. POINDEXTER: I like the idea of what we did on District 1, 9, 8 and 7. I know that the <br />Puna side wasn't done the way Rene would like. I think on Plan _17 and Plan-28, we could move <br />some of the things on Plan _17 and Plan-28 that they like into that section, if we could merge into <br />her side what they like. I think they like a lot where Volcano was in Plan _17. They liked how <br />that area was done. Is there any way that we could tweak Plan_40 to include some of what <br />Plan_17 looks like in the Puna area? Do you agree with me, Rene and Linda? <br />CHR. SIRACUSA: The big issues for Puna - -and there are three of them - -is that Volcano should <br />be part of Puna. It is part of the Puna Community Development Plan. You folks are concerned <br />about the Kohala Community Development Plan, we are too. We want two districts for Puna and <br />they should not be divided east to west, because that is not the way things work in Puna. It <br />creates a lot of road connectivity problems. With those three things, we are open to a lot of <br />variations. <br />MR. MELROSE: The top of District 2, you could fill in that block and make it all part of District <br />2 and not change the votes; so add that to District 2 so that it doesn't look like District 1 comes all <br />the way out into Waiakea. Frankly, I don't think you will find any votes in that area. Just go <br />right above Kaumana City; I think there is one more click in there that would be good. Between <br />Districts 3 and 6, go a little farther in that direction. That makes sense; it meets my concerns, <br />generally, on that topic. This is one of those places where the numbers are inconsistent. Is it <br />possible to re number this one consistently, so we have a clockwise count; District 1, 2, and then <br />District 3 would be the Keaukaha area. Can you adjust the numbers so it goes clockwise? Is it <br />alright with the Commission if we adjust those district numbers so they go in a clockwise <br />direction? What are the strong points of this map that make it different than the other maps? <br />MS. POINDEXTER: I thought it was because Council District 9 kept all of Puako, Waikoloa <br />area. I think the top half of the island looked good, it was the bottom half that Puna, Volcano and <br />everybody needed to work on. On Plan_ 17, the bottom looked good, that's why I said to try to <br />merge them both. <br />MR. MIDDLESWORTH: Can we move the boundary of District 3 more into District 6. In other <br />words include try to see about getting Mountain View back into District 3. Let's see what <br />happens to the numbers if she does that. Not good, not good at all. <br />CHR. SIRACUSA: Can you close out the statistics box, so we can see the map? You have got <br />Paradise Park split in half here, and Council District 3 is over. So I would suggest that we move <br />the rest of Paradise Park into Council District 5 and then take District 3 up towards Volcano. <br />Orchidland and Hawaiian Acres can go into District 3. Now get Eden Rock into District 3. How <br />do the numbers look now? <br />MR. KANUHA: I don't know if this is the direction we want to go now, in going this route. <br />MR. MIDDLESWORTH: District 5 is too big, District 3 is too small. <br />MS. UGALDE: It might be easier to take Plan_17 and adjust the top. <br />41 <br />
