maximum. If we push Waikoloa a little, making Waikoloa and North Kohala a little bigger, we <br />might get in Lakeland. And what happens to Honoka` a? Well, that area, the Hamakua area, we <br />should contract it. We should have 19,000 population so we can have a homogeneous group, <br />rather than taking in people from the Hilo area and from the Waimea area. The same thing is, you <br />look at Ka` u; you know Ka` u, as you all know, is very, very independent. But they're small, <br />they've always been small and independent. So, I don't think we need to add another make 2,000 <br />to their district, I think their district should have a smaller population. It's the largest district, but <br />one of the smaller populations. And I think in another area that I think is Puna. <br />Now I've gone through the different charts, and I've looked at each one, and I've said I've <br />disagreed with them all. One of the first ones was Plan _10. Okay, I looked at Plan_10, and you <br />split Puna. You got that road going right down in Pahoa, and you got the western part, belongs <br />elsewhere; how do you get there? There are no roads? So, I think I look at plan _10, I said, got <br />problems. Okay, everybody likes Plan _17. I look at Waipio, Kukuihaile; those belong with <br />Honoka` a. They don't belong with Kohala; they never have. How do you get there? The closest <br />way is to Mud Road, but then you gotta go through Hamakua. Also we got Pahoa is split again; <br />so I reject 17. Plan-28, again Pahoa is split. Plan-28, Waipio again, and Waikoloa is split; so <br />now you are splitting two areas. Plan _30, Waikoloa is split, and Plan _40, well Plan_40, that's the <br />closest thing. I think, now I say Puna is split; not Pahoa, but Puna is split. You look at Pahoa and <br />that seems to be one area. When you go through Kea` aola and Mountain View, so I was raised in <br />Pahoa, that's what, number five? Well, Mountain View and `Ola`a should be in District 4. Puna <br />should have two representatives; but that is just looking at the population growth that they've had. <br />The second thing, the last thing I'd like to discuss, and that is with the census designated places. <br />You know, all of the island had been broken down - -- <br />CHR. SIRACUSA: Just wrap it up quickly. <br />MR. GREEN: I will wrap it up quickly. I think that we should no split the census designated <br />places, except for Hilo, and Hilo comes in at 43,000 and has to be split. Thank you <br />CHR. SIRACUSA: Thank you. I just have a very brief comment; and I think you are <br />probably are not going to be surprised. I'm concerned that when you split districts, split areas <br />into districts, it constitutes the vote dilutions comment that's in all of your paperwork as <br />something that you are not supposed to do, and not to encourage. So we need to keep our <br />communities of interest together, and not dilute the votes. Thank you. <br />CHR. SIRACUSA: Thank you.
