Thank you for working on Plan B with the aim of balancing concerns so as to <br />arrive at an overall balanced Council District Plan (not lop -sided to the advantage of <br />any particular District) and, in terms of the boundary lines, minimizing the adverse <br />impact to individual communities overall. <br />2. Current Status of draft Plan B. At the November 3, 2011 Commission meeting, <br />the Commission tentatively set the following boundary District lines: 1/2, 1/9, 9/8, <br />8/7, and 7/6. The Commission did not have time to finish its first run through of the <br />remaining boundary lines: 6/5, 5/4, 4/3, and 3/2. <br />3. My recommended revisions: I have revised that draft Plan B with no changes to <br />your tentative boundary locations except with respect to a small (but important) <br />revision to the proposed Plan B District 1 boundaries. I also completed the Plan B on <br />the remaining boundaries taking into account the comments and criticisms of the <br />Commissioners and with the use of Commissioner Melrose's Puna subdivision map. <br />4. Change proposed to District 1 boundary on Waimea eastside: My proposed <br />revision would relocate the Commission's tentative location of boundary 1/9 back <br />to its current location and its location on the original Plan B (Plan 40 11/1) to White <br />Road on both sides of Mamalahoa Highway. Your revised location moves that <br />boundary into the area of the Puunani residential subdivision. I suggest this change <br />can be made in either of the following ways to compensate for the resulting too low <br />population in District 1: <br />Alternative #1 is better for District 9 /Waimea as it keeps the boundary locations <br />simple and at the current boundary location in the area of Mamalahoa Highway - <br />and does not run through farm /fire roads mauka of Mana Road. <br />Alternative #2 is better for District 2 in that none of Hilo south of Wailuku River is <br />included in District 1. <br />COMM. 51.4 <br />
