MR. MELROSE: You know, that same issue of description, I think you could follow the Chain <br />of Crater Road, no vote difference, but you can get down the Chain of Craters Road as a line. <br />Then it can be described as following the Chain of Craters Road. <br />MR. KANUHA: Can you zoom into the Keauhou area, maybe below Honalo. So this line <br />follows the highway. <br />MR. MELROSE: This one splits Keauhou Resort; but I don't know that it has to. There are <br />not a lot of residents in that spot. <br />MR. MIDDLESWORTH: There is a fair number. On this one, District 7 is high in numbers. <br />If you start adding people in District 7, you will have to take some away on the other end, <br />District 8. <br />CHR. SIRACUSA: We have been talking, in the past, about somewhere along the line, here <br />and there, we are going to have to make some sacrifices. And if we have to do that, I would <br />like to see us make it to the smallest number of affected people. <br />MR. KANUHA: This one does split Holualoa. <br />MR. MELROSE: All of Kailua town stays intact, including the entire industrial area. <br />MR. KANUHA: I know it's encroaching on Holualoa, and people in Holualoa who would <br />think they are in Council District 6 of Ka`u; I know there is a total disconnect between them <br />being in a Ka`u district. For me, it makes me uncomfortable, being so close to Kailua, to have <br />them in that Ka`u district. <br />CHR. SIRACUSA: How would you try to address that, Dru? <br />MR. MELROSE: One thing to do is not to call it a Ka`u district, because it is not. It is a <br />South Kona /Ka`u District. But both of those districts together, their entire resident population <br />is not enough for a district. All of the Ka`u residents and all of the South Kona district, you <br />still need to add to that. If we said Volcano needed to stay with Puna, your only choice is to <br />move further into north Kona. The only incursion is into the rural place, not into the urban <br />portion. <br />MS. UGALDE: The one testifier last night, I don't remember his name, said he lived in Captain <br />Cook and the disconnect was because the map we were discussing then took Captain Cook all the <br />way into Puna; and I know that is what he objected to. But the map we are working on now starts <br />at the top of the Ka`u desert. I don't know if that would make a difference or not. <br />CHR. SIRACUSA: It is my impression, having looked at this map and at Margaret's latest, or <br />next to latest, that there would be less tweaking needed on this one to make everybody happy. Is <br />that the impression that the other Commissioners are getting also? <br />MR. KANUHA: So far. <br />21 <br />
