The disconnected islands of census blocks need to be corrected. One area of concern is <br />in the center of the island along the district boundaries of 3, 5, 6, 7, 8, and 9. Tiny <br />triangles of "floating" census blocks are easily missed in this location. <br />2. Waikii area in district 9 is a finger projection into district 8. While the Pohakaloa Base <br />has historically been in district 8, to reach it, a person must be on Saddle Road. Driving <br />from district 8 into district 9 to reach Saddle Road and then exiting district 9 back into <br />district 8 does not conform to the criteria of being able to reach any point in the district <br />via roads in that same district. This is easily rectified by placing the area south and east <br />of Saddle Road on the west side of the island into district 9. There are very few if any <br />permanent residents in the center of the island so the maximum numbers won't be <br />violated, but this action will eliminate breaching the criteria. <br />3. Kealakekua Bay State Park — there are many serious problems in the park. Assigning <br />the census block that starts from Cook's Monument going west then north through <br />Hokuli`a subdivision will cause a problem in keeping one point of contact on the council <br />for these major problems. While it would be nice to have the shoreline belonging to <br />Hokuli`a remain with the rest of the subdivision, there are no house lots along the <br />Hokuli`a shoreline. No people will be impacted by replacing this census block with the <br />state park, and the problems in the park can be dealt with more effectively. <br />Mahalo. <br />Brenda J.
