(l) “Hearings Officer” means a person or person duly designated and authorized by <br />the Commission to conduct proceedings on matters within the jurisdiction of the <br />Commission for purpose of taking testimony and to report the findings and <br />recommendations to the Commission. <br />(m) “Party” means any person or agency named or admitted as a party or properly <br />seeking and entitled as of right to be admitted as a party in a proceeding. <br />(n) “Person” means any individual, partnership, firm, association, trust, estate, <br />corporation, or other legal entity of any character other than an agency. <br />(o) “Presiding Officer” means any commissioner or a hearings officer duly <br />designated as such. Unless otherwise designated, the chairperson shall be the <br />presiding officer. <br />(p) “Zoning Amendments” means changes to the boundaries of the zoning district or <br />changes to any other provision of Chapter 25 (Zoning Code), Hawai‘i County <br />Code 1983 (2005 edition). <br />1-4The Commissions <br />(a) Office. The office of the Commissions is at Hilo, Hawai‘i. <br />(b) Communications. Any communication to the Commissions shall be addressed to <br />the Chairperson, Leeward or Windward Planning Commission, 101 Pauahi Street, <br />Suite 3, Hilo, Hawai‘i, 96720, unless otherwise directed. <br />(c) Membership. Each Commission consists of seven members appointed by the <br />Mayor and confirmed by the Council. In addition, the Director of the Department <br />of Public Works and the Manager of the Department of Water Supply or their <br />designated representatives serve as ex-officio members without voting privileges. <br />(d) Chairperson; Vice-chairperson. The chairperson and vice-chairperson shall be <br />elected annually. The chairperson shall have the responsibilities and duties <br />prescribed in this rule. The vice-chairperson shall perform all the duties of the <br />chairperson during the absence of the chairperson. <br />1-5Meetings <br />The Commission may meet and exercise its powers in its respective jurisdiction within <br />the County. All Commission meetings are open to the public, except as provided by law. <br />The parliamentary procedure to be utilized by the Commission in the conduct of its own <br />meeting shall be based on the current edition of Robert’s Rules of Order. <br />(a) Regular Meetings. Regular meetings shall be held at least once a month in the <br />Commission’s jurisdiction, unless otherwise specified by law. <br />(b) Special Meetings. Special meetings of the Commission for the transaction of its <br />business may be held at any time and place as scheduled by the Commission. <br />1-2 <br /> <br />
