Hawai‘i Police Commission <br />Regular Session Minutes <br />October 21, 2011 <br />Page 3 <br />the money runs out. Assistant Chief Kanehailua stated that the funds have to be <br />approved by the Council and then the Mayor. Deputy Chief Ferreira will speak about <br />this. <br />Commendations: <br /> Deputy Chief Paul Ferreira reported receiving eleven <br />commendations since the last meeting. <br />Other Departmental Activities: <br /> Deputy Chief Ferreira reported that Chief Kubojiri <br />is attending an International Conference of Police Chiefs in Chicago. <br />Deputy Chief Ferreira reported that their budget is sent to the County Finance <br />Budget Office. In January they will meet with the Budget Office. Police <br />commissioners have sat in on the meeting.They have a separate account for fleet <br />maintenance, but they do not have enough money budgeted to maintain the fleet. <br />As the vehicles get older, they need more maintenance. <br />Deputy Chief Ferreira reported that in 2011 they were granted six vacant positions. <br />For past grants, the county would fund 25% and the federal government would fund <br />75%. The funds are only for three years, and the county has to guarantee that they <br />will have funds one year after that. They will look at attrition, etc., in order to keep <br />the positions. <br />Deputy Chief Ferreira reported that Captain O’Connor has been promoted to Major <br />of Kona Operations. Captain Kawamoto will replace him and will be transferred to <br />Hilo in the Criminal Intelligence Unit/Internal Affairs. <br />Deputy Ferreira reported that they have had discussions in the past with the people <br />who are developing the firing range. The county would be the one to assume the <br />liability. If they develop their own range, they wouldn’t have any scheduling and <br />liability issues with the public. They would love to explore what is out there. <br />Commissioner Victorine stated that the liability factor is really strong. If they have <br />control of the site and someone wanders on the site and gets hurt, the liability is <br />great. If they have an enclosed area, that eliminates the liability. <br />NEW BUSINESS <br />Discussion on forming an investigative committee for the purpose of reviewing <br />the Police Department’s Vision/Mission Plan. <br />Chair Mende stated that previously, they discussed the formation of a committee to <br />investigate how they could support the police department’s vision/mission plan. <br />He asked if anyone wanted to chair the committee. Commissioner Ono volunteered to <br />chair the committee. Deputy Corporation Counsel Lugo stated that they could have less <br />than a quorum on the committee. Commissioners Horner, Sumja, and Ignacio <br />volunteered to be on the committee. <br /> <br />
