CHAPTER 5: LESSONS LEARNED <br />Although the agency and public participation meeting s provided opportunities for participants to gain <br />a better understanding of impact fees, impact fees are a complex funding mechanism intended to help <br />solve even more complex infrastructure problems. The following are some of the lessons learned <br />during the agency and public sessions: <br />oEducation for all participants is an ongoing process. It is a <br />successful project. Plan and prepare to provide mult iple opportunities to address questions and provide <br />answers. <br />oUnderstand that it is impossible to reach every stakeholder, in our case , the large percentage of <br />vacant lot owners who do not reside on HawaiÓi Island. Given that, seize the opportunity of ongoing <br />community planning efforts and initiatives, such as Community De <br />neighborhood boards and other grassroots efforts, as they serve as perfect venues for bringing the <br />dialogue to the community. <br />oImpact fees alone will not solve the County's in frastructure problems; they are one source for <br />partial financing of new infrastructure and public facilities. <br />solution in perspective with all financing options, which need to be identified and implemented by <br />decision-makers and agencies. <br />oThe County of HawaiÓi needs to take a more comprehensive look a <br />share that vision with the public, and encourage creative public & pr ivate efforts to ensure completion <br />of specific improvements. <br />oThere are no easy answers on how to address im pact fees and their effect on affordable housing. <br />Fees cannot be waived, but may be paid from gran ts or other funding sour ces. Funding sources for <br />grants should be explored and identified early on in the process <br />oShould an impact fee ordinance be implemented, current administrative procedures need to be <br />retooled and additional staff may be needed to admi nister the impact fee sys tem. Existing systems do <br />not necessarily meet the needs of this new program. This has bee <br />discussion among the agency liaisons. <br />oFees may be imposed at less than 100 percen t the maximum allowable amount, provided they <br />are applied proportionately to all land uses. <br />oFees may be tailored to reflect the unique circumstances, needs <br />communities.
