At the end of each calendar year during which the fees have not been <br />comprehensively updated, the impact fee administrator shall prepare an adjusted fee <br />schedule, which will be posted on the County’s web site and be made publicly <br />available. The adjusted fee schedule will go into effect on January 1 of the following <br />year. The adjustment factor shall be the ratio of the appropriate cost index for the <br />quarter during which the adjustment is made (even if projected) to the same cost <br />index for the quarter during which the fees were last adopted, updated or adjusted. <br />The appropriate cost indices shall be as follows from the most recent edition of the <br />U.S. Army Corps of Engineers, Civil Works Construction Cost Index System, utilizing <br />the Hawaii adjustment factors: <br />(1) For road impact fees, the roads, railroads and bridges index; <br />(2) For park impact fees, the recreation facilities index; <br />(3) For fire/EMS, police and solid waste impact fees, the buildings, grounds and <br />Draft Hawaii County Impact Fee Ordinance Duncan Associates, September 15, 2006, p. 6 <br /> <br />
