Police <br />Each of the eight districts is served by a main po lice station. Ther e are also four substations. The <br />combined police headquarters for Hilo and the County is located in the Hilo Public Safety Building on <br />Kaiolani Street. The General Plan establishes a standard of 2.5 police officers per 1,000 residen <br />population. As with fire/EMS fees, most police im pact fees are assessed at the jurisdiction level and <br />earmarked for expenditure within a single jurisdicti on-wide benefit district.
