47. Q: The consultant recommends two possible benefit districts- East and <br />West Hawaii. They also recommend that impact fees be calculated <br />countywide, based on countywide costs and levels of service. Is there a <br />difference in current costs and levels of service between East and West <br />Hawai`i? Is it material? <br />A: The project methodology calls for calculating an over-all County-wide level of <br />service, and it is not intended that other separate calculations be made for East <br />and West Hawaii.
