MR. MIDDLESWORTH: That's one of the weird ones. <br />MR. KANUHA: Madam Chair, I have a question about this. You see right below District <br />3 there is a whole bunch of numbers. Can they get to District 4 without having to go <br />through District 3? <br />CHR. SIRACUSA: That is what I'm trying to figure out. That doesn't look like a road. <br />Is that a road there, that little line there? <br />MR. MIDDLESWORTH: That is Railroad Avenue, but that is not a road there. <br />CHR. SIRACUSA: It's not a road, right? <br />MR. KANUHA: Or, can you put that whole census block into District 3? <br />MR. MIDDLESWORTH: It's 120 people. <br />MR. KANUHA: That's my question; can they get to District 4? <br />CHR. SIRACUSA: That's why I thought that the east side of the bypass could go into <br />District 4. But then I realized that if you look at it, it's one humongous census block. Just <br />click on it for a minute, Shyla, so people can see. That is one strangely shaped census <br />block. That is why some of the stuff we are looking at is creating such problems for us. <br />MR. MIDDLESWORTH: Shyla, go up the bypass where it says Ulupono Street, and pull <br />that down. Those two census blocks there above Milo Road have no people in them, but <br />Kea` au Road goes down to Railroad Avenue there. That one, those two, put those in <br />District 4. That will give you access. No, it doesn't do it. <br />CHR. SIRACUSA: It doesn't really give you access. <br />MR. MIDDLESWORTH: Undo that. <br />CHR. SIRACUSA: The only way you could really do it is to do that strange configuration <br />and add all of those small numbers. <br />MR. KANUHA: Could more of District 3 go into District 2? <br />MR. MIDDLESWORTH: A little bit, but - -- <br />MR. KANUHA: You only need 100 people. <br />MR. MIDDLESWORTH: But it's hard to get 100 people because of the size of those <br />census blocks. <br />24 <br />
